In Vermont, if the water body is a lake over 10 acres, the protected shoreland extends 250 feet from mean water level and creating cleared area inside it requires a permit or registration, with a 40% cleared-area cap and a 20% slope standard applying to the parcel portion inside that band. If the feature is a mapped Class II wetland instead, the 50-foot buffer applies and clearing inside it needs a Vermont Wetland Permit. Either way the work that can proceed is the work reachable from stable upland ground on the correct side of a boundary that somebody with authority has determined. Edge ground is also the most variable on a property — wet pockets, stone, old fence and dense cover in the same hundred feet — so production planning should assume the worst of it rather than the average.

Screen the parcel before disturbance

Locate the boundary, easements, utilities, wetlands, streams, shoreland, flood areas, steep soils, habitat constraints, municipal rules, and association limits.

Online maps are a question list. A field determination, agency response, survey, or permit may still be required.

Collect evidence from the property

Send one marked aerial, a map pin, a photo from the equipment approach, wide views from both directions, a close view of typical density, the largest stem beside a tape or familiar object, slope and wet-ground views, gates, turns, overhead clearance, and anything the machine must avoid.

The sequence, in order

  1. Establish what the water body is and which rule reaches it.
  2. Get the regulated boundary determined in writing.
  3. Mark it on the ground and photograph the marks.
  4. Identify stable upland access and staging outside the line.
  5. Work only upland of the marks.
  6. Set the maintained line so the edge does not creep back.

The order is the useful part. Every one of the failures in the next section is a step from this list taken out of sequence or skipped entirely.
